Dynamic group sorting

Have groups be dynamically sorted (also applied to sidebar), with groups with unsettled expenses at the top (sorted by latest updated) and then followed by the settled groups (also sorted by last updated)

Basically, unsettled groups remain at the top (with the latest updated at the top), with settled groups slowly pushed down as their activity dies down, at least until they're updated again
